REQUEST FOR STATEMENT OF QUALIFICATIONS (RSQ)
Grays Harbor County Department of Public Services is seeking the services of qualified individual to serve as the Executive Director (Director) to the Washington Coast Sustainable Salmon Partnership (WCSSP).
The Director will coordinate development and implementation of a wide variety of initiatives, programs and policies to accomplish the Board’s mission and responsibilities. The Director’s duties may also include interagency coordination, public and media relations and supervision of a small staff of employees, contractors and/or volunteers.
The Director will have primary responsibility for securing grants and funding from state, federal, private and corporate sources. The Director will perform the full range of managerial functions including oversight of agency performance, finances and facilities. Duties also include providing review of reports developed by staff and/or contractors and providing recommendation to the Board for action, and working with state and federal agencies on policies as they pertain to salmon recovery.
This is a contractor position with no benefits provided and no withholding of taxes. This position will contract with the fiscal agent, Grays Harbor County which is based in Montesano.

SOLICITATION OF QUALIFICATIONS AND PERFORMANCE DATA FOR ARCHITECTURALAND ENGINEERING SERVICES
Pursuant to RCW 39.80.030(2) and RCW 39.80.040, PUBLIC UTILITY DISTRICT NO. 1 OF GRAYS HARBOR COUNTY is soliciting statements of qualifications and performance data from firms interested in providing professional architectural or general engineering services on an annual basis in conjunction with District-sponsored projects and improvements to District property or facilities located throughout Grays Harbor County. Typical services include, but are not limited to, preparing preliminary concept designs and cost estimates, preparation of final plans and specifications, and review of bid documents for compliance with design parameters. At the District’s request, the architect/engineer will prepare preliminary schematics, design drawings and related calculations for architectural, structural, mechanical or electrical systems. The architect/engineer may also be called upon to provide inspection of projects for compliance with design parameters and assist in evaluating and approving changes or improvements as may be required.
Firms interested in providing these professional services should submit a standard GSA - FS 330 form together with a brief statement of qualifications, experience and performance data. All submittals must be received by April 14, 2008.
These qualifications and performance statements will be reviewed and placed on file for the remainder of 2008 and will be used to as a source from which to select one or more qualified candidates from whom a detailed proposal will be requested for any specific project. TENTATIVE DETERMINATION TO REISSUE THE SATSOP COMBUSTION TURBINE PROJECT NPDES PERMIT
The Energy Facility Site Evaluation (EFSEC or Council) Manager has made a tentative determination to reissue the National Pollutant Discharge Elimination System (NPDES) Permit, No. WA-002496-1, for the Satsop Combustion Turbine (CT) Project for a period of five years, beginning from the date of final adoption, subject to appropriate changes or adjustments, as may result from public comments, the public hearing record, or the U.S. Environmental Protection Agency (EPA) review.
NPDES Permit WA-002496-1 is a wastewater discharge permit for Grays Harbor Energy’s Satsop CT Project located at the Satsop Development Park, approximately 3 miles southwest of Elma, Washington. The Satsop CT Project is a 650 megawatt gas turbine power plant, located on 22 acres on the former Satsop Nuclear Power Plant site. The plant discharges to the Chehalis River at Outfall 001.
Public Participation
A draft permit and fact sheet are available for public and agency review and a public hearing will be held at a special Council meeting on April 16, 2008 to consider written and oral comments.

The harvested timber is EXPORT RESTRICTED, and all saw logs must be painted with red paint on both ends of the log and in addition all logs with a diameter of greater than ten inches must be hammer branded with an assigned and registered log brand in accordance with RCW 76.36.
