NOTICE IS HEREBY GIVEN that Bill Papac has submitted an application for a Short Subdivision to subdivide 6.99-acres of land into four (4) residential lots. The proposed lots range in size from .49-acres to 5.7-acres in size. The lots are proposed to be served by on-site septic systems and the Grays Harbor Water District No. 2 (Grayland Water System).The subject property is the original Lot 3’s of two previous Short Subdivision Application’s, SSA 93-03 and SSA 1999-2021. Grays Harbor County Code (GHCC) Chapter 18.04 and Washington Administrative Code (WAC) Chapter 197-11-310(1) and WAC 197-11-800(6)(a) require an environmental threshold determination for subdivisions not specifically exempt.

The subdivision is proposed in Grayland, on the property having Assessor’s parcel #151107340370, and located approximately six miles south of the city of Westport, within the south-half of Section 7, Township 15 N., Range 11 W. W.M., Grays Harbor County, WA.

NOTICE IS FURTHER GIVEN that A State Environmental Policy Act (SEPA) Mitigated Determination of Non-Significance (MDNS), dated January 24, 2008, has been issued under (Washington Administrative Code) WAC 197-11-350.

A written appeal of the SEPA final threshold determination, which is a governmental action not requiring legislative approval, should be filed, together with the $267 appeal-processing fee, to the Grays Harbor County Board of County Commissioners by 5:00 P.M. February 8, 2008 pursuant to the provisions of Grays Harbor County Code 18.04.190, Washington Administrative Code 197-11-680(2), and Revised Code of Washington 43.21C.060.

The purpose of this notice is to obtain factual information concerning this proposal. Any person desiring to express their views, request additional information, or be notified of the action taken on this application, or the SEPA MDNS issued for this project, should contact Curt Crites of the Grays Harbor County Planning Division, in writing by February 8, 2008.

Comment Period:
This Determination of Non-significance (DNS) is issued under the State Environmental Policy Act (SEPA) as provided in WAC 197-11-340(2); the lead agency will not act on this proposal for 15 days from the above date of issuance. Comments must be submitted to the Responsible Official by February 8, 2008. The applicant shall not begin work until after the comment period has expired and all other necessary permits, approvals, and authorizations have been granted.

Description of Proposal:
The site is 611 South Main Street within the City of McCleary, Grays Harbor County, WA. The site is in Section 13, Township 18 North, Range 5 West and is described as Assessor's Parcel #618051323007. A vicinity map is attached to the SEPA Checklist.

Threshold Determination:
The project modernizes 42,000 square feet, relocates the bus barn, and adds 10,000 square feet to the McCleary K-8 School.

Threshold Determination:
The City of McCleary, acting as the SEPA lead agency for this Proposal, has determined that it DOES NOT have a probably significant adverse impact on the environment under RCW 40.21C.030(2)(c). This decision was made after review of a completed environmental checklist and other information on file with the lead agency. This information is open to the public on request. A copy of the environmental checklist is on file at McCleary City Hall, 100 South 3rd Street, McCleary, WA 98557.

Appeal Process:
This Determination of Non-Significance may be appealed to the McCleary City Council from January 24 through February 4, 2008. The City establishes administrative appeal procedures under RCW 43.21C.075(3) and WAC 197-11-680. Any agency or person may appeal the City's procedural compliance with WAC 197-11 for issuance of this final DNS. You should be prepared to make specific factual objections. The 14-day comment period and the 10-day appeal period for this DNS run concurrently. Further details regarding the appeal process may be obtained from the Responsible Official.

NOTICE IS HEREBY GIVEN that Jeff Nichols & Howard Davis et al have submitted an appeal of the Grays Harbor County Planning and Building Division Director’s administrative decision concerning the presence of unlicensed vehicles, including boats, on the subject property in violation of the provisions of Grays Harbor County Code Chapter 17.60.020.

Sealed bids will be received by Grays Harbor Public Development Authority (PDA) located at 50 Enterprise Lane Suite 101, Elma, Washington 98541, until 3:00 p.m., Friday, February 8, 2008, for an electrical distribution contract, which includes supply and installation, for the “60 Tower Boulevard Electrical Service Contract, 2008-C32 ” Bids will be opened and read aloud at that time. Bids received after the day and hours indicated herein will not be considered.

A design and specification package may be obtained from the Grays Harbor Public Development Authority at their office located within the Satsop Development Park, 50 Enterprise Lane, Elma, WA 98541. Two copies will be provided to each bidder at no charge. Additional copies will require a nonrefundable charge of $25.00/ set. Plans to be shipped will require an additional $10.00 (nonrefundable) shipping and handling fee made payable to Grays Harbor PDA.
