SYNOPSIS OF ORDINANCE NO. 1531
AN ORDINANCE RELATING TO FINANCE; ADOPTING A SUPPLEMENTAL BUDGET FOR THE CITY'S OPERATIONS FOR THE YEAR 2009; AMENDING THE PROVISIONS OF ORDINANCE NUMBER 1526 TO THE EXTENT INCONSISTENT HEREWITH; PROVIDING FOR SEVERABILITY & AN EFFECTIVE DATE, AS AMENDED.
On the 8th day of September, 2009, the City Council of the City of Montesano adopted Ordinance Number 1531. The intent and purpose of the Ordinance was to modify certain elements of the budgetary provisions for 2009. The balances shown in certain funds were modified so as to reflect corrections resulting from continuing review and receipt of funds. In specific cases, interfund transfers were made to reflect actions previously taken. The budget remains balanced.

NOTICE OF ADOPTION OF ORDINANCES
On the 14TH day of December, 2009, the City Council of the City of Oakville adopted the following ordinances:
ORDINANCE NO.577: AN ORDINANCE ADOPTING A SUPPLEMENTAL BUDGET FOR THE YEAR 2009: The intent and purpose was to adopt a supplemental budget for the year 2009. It increased the authorized expenditures and receipts by $38,000.00. The budget continued to be balanced.
ORDINANCE NO. 578: AN ORDINANCE GRANTING THE PETITION OF PETITIONERS CARNAHAN & SMITH FOR THE ANNEXATION OF CERTAIN PROPERTIES; ESTABLISHING THE ZONING CLASSIFICATION THEREFORE; SETTING CONDITIONS AS TO EFFECTIVENESS; AND PROVIDING FOR AN EFFECTIVE DATE: The intent, purpose and effect was to annex approximately 26.1 acres located adjacent to the eastern corporate limits on the northerly side of SR 12 owned, at the time of the filing of the amended petition, by the named petitioners. Zoning was established as R. Annexation will not be final until written acceptance by the Petitioners of certain conditions laid out in the ordinance.

SYNOPSIS OF ORDINANCE NO. 1534
AN ORDINANCE RELATING TO GOVERNMENTAL OPERATION; AMENDING SECTION 6.04.180, M.M.C. & SECTION XVIII OF ORDINANCE 946, AS LAST AMENDED BY SECTION XVIII OF ORDINANCE 1441; PROVIDING AN EFFECTIVE DATE AND FOR TRANSITION.
On the 24th day of November, 2009, the City Council of the City of Montesano adopted Ordinance Number 1534. The intent and purpose of the Ordinance was adopt certain provisions creating options in relation to the billing and collection for the provision of solid waste disposal services. A methodology for enforcement of the mandatory solid waste collection provisions of the code was set out. It also provided for the combination of the water, sewer, and solid waste disposal utilities for purposes maintenance and operation.

NOTICE OF DETERMINATION OF NONSIGNIFICANCE
Notice is hereby given that a Washington State Environmental Policy Act (SEPA) Determination of Nonsignificance (DNS) was issued on December 24, 2009, for Black Creek Bridge Number 7 Replacement.
The site is located within SW 1/4 Section 14, Township 18N, Range 8W, W.M., in Grays Harbor County, Washington. The project is located from M.P. 3.87 to M.P. 3.96 on Black Creek Road No. 58310. The DNS is issued under WAC 197-11-340(2); Grays Harbor County will not act on the proposal for 15 days from December 24, 2009.
All interested persons or agencies are invited to comment on this determination by January 8, 2010. Comments on the determination should be sent to Grays Harbor County, Department Public Works, 100 West Broadway Suite 31, Montesano, Washington 98563, phone number (360) 249-4222. A copy of the determination may be obtained from the department. This determination may be appealed by filing a written notice with the Public Works Department within 10 days of the decision of the project.

On the 23rd day of November, 2009, the City Council of the City of Oakville adopted the following ordinances:
NO. 574: AN ORDINANCE RELATING TO DEVELOPMENT, AMENDING SECTIONS OF THE UNIFORM DEVELOPMENT CODE ADOPTED PURSUANT TO ORDINANCE 560, AND PROVIDING FOR AN EFFECTIVE DATE AND SEVERABILITY: The intent and purpose of the Ordinance was amend certain provisions of the UDC, including those relating to sign area as well as creating a new zoning classification, residential-multi-family.
ORDINANCE NO. 575: AN ORDINANCE RELATING TO THE ESTABLISHMENT OF THE REGULAR TAX LEVY FOR THE YEAR 2009 FOR COLLECTION IN THE YEAR 2010; MAKING FINDINGS; AND RESERVING RIGHTS: The intent and purpose of the Ordinance was establish the property tax levy for collection in 2010. It authorized an increase of 1% over that levied the prior year, not including any increase resulting from new construction and similar activities.
NO. 576: AN ORDINANCE ADOPTING A BUDGET FOR THE CALENDAR YEAR 2010: The intent and purpose of the Ordinance was to adopt a balance budget for the year 2010. It was adopted by funds and totaled $762,000.00.
