2008 STORAGE AND DISTRIBUTION IMPROVEMENTS

Notice is hereby given that the Grays Harbor County Water District No. 2 of Grays Harbor County, Washington does hereby invite sealed proposals for the 2008 Storage and Distribution System Improvements, as described and in accordance with Bid Documents obtainable from the office of the Engineer: Jerome W. Morrissette & Associates Inc., P. S.; 1700 Cooper Point Rd. S.W., #B-2 Olympia, WA 98502, for a $45.00 non-refundable fee, including postage (make checks payable to J. W. Morrissette & Associates). Copies of the Contract Documents may be examined at the above location.

The scope of work consists of the installation of approximately 100 LF of 24-inch diameter steel casing by JACKING/BORING methods, approximately 4000 LF of 12-inch WATERMAIN, two 160,000-gallon cast-in-place concrete water storage RESERVOIRS, and related work as described by the Bid Documents.

Engineer’s Estimate: $750,000 to $1,000,000.

Proposals for this work must be sealed and marked: “Grays Harbor County Water District No. 2, 2008 Storage and Distribution Improvements”, and filed with the Water System Manager at the Grays Harbor County Water District No. 2, 6709 Olympic Highway, Aberdeen, WA by 9:00 am March 11 2008, at which time the proposals will be opened and read aloud.

A certified or bank cashier’s check in the amount of five percent (5%) of the bid amount, payable to The Grays Harbor County Water District No. 2, or a bid bond executed by a licensed bonding company is required with each bid. The Grays Harbor County Water District No. 2 shall have the right to reject any or all bids not accompanied by bid security or data required by the bidding documents or a bid in any way incomplete or irregular. The Grays Harbor County Water District No. 2 reserves the unqualified right in it’s sole and absolute discretion to reject any and all bids, and to accept the bid which, in it’s sole and absolute judgment will, under all circumstances, best serve the interest of The Grays Harbor County Water District No. 2.

This project is anticipated to be funded in part by the USDA Rural Development (Rural Utility Service).

Grays Harbor PUD has established vendor lists for materials, equipment, and supplies. In accordance with RCW 39.04.190, the District is required to publish notice twice a year of the existence of its vendor lists and solicit suppliers wishing to be included on those lists. Vendor lists are maintained to provide a uniform process to award contracts for the purchase of materials, equipment, or supplies costing more than five thousand dollars and less than fifty thousand dollars in lieu of the requirements for formal sealed bidding.

Vendors meeting the District's product requirements and specifications will be eligible to be added to the vendor lists in the following categories:

LEGAL NOTICE
A National Auto Sport Association (NASA) rally will be held February 23-24th 2008. The Commissioners of Pacific and Grays Harbor Counties have authorized NASA to close the following roads to public access on date and time indicated.

Blue Slough Road, February 24th, from 8 a.m. to 10 a.m.

The gravel portion of the Oakville/Brooklyn, and Smith Creek Roads, February 24th, from 12:30 p.m. to 5 p.m. Emergency traffic shall be granted immediate access to closed roads when rally officials determine it is safe to enter. Persons wishing to spectate the event may enter the Oakvill/Brooklyn roads prior to closure and observe the rally from designated spectator areas. The Blue Slough Road event may be viewed from the Weyerhaeuser hall road off Hwy 107.

Mitigated Determination of Non-Significance (MDNS)

Description of Proposal: Site preparation and construction of 10,200 square feet of mini storage units. The site is presently not developed. The subject property is approximately 1.60-acres is size. Grays Harbor County Code (GHCC) Chapter 18.04.090(3) and Washington Administrative Code (WAC) Chapter 197-11-310(1) and WAC 197-11-800(1)(b)(iii) require an environmental threshold determination for the construction of commercial structures over 10,000 square feet.

Findings: Grays Harbor County, acting as lead agency pursuant to WAC Chapter 197-11-926(1), has determined that this proposal does not represent a probable significant adverse impact on the environment provided that the attached mitigating measures are conditions of permit issuance.

This decision is based upon a review of the completed environmental checklist and other information on file and available for review Monday through Friday from 8:00 a.m. to 5:00 p.m. at the Planning and Building Division on the third floor of the Grays Harbor County Administration Building. An Environmental Impact Statement is not required for this proposal pursuant to the Revised Code of Washington (RCW) Chapter 43.21C.030.

The following mitigating measures are assigned to this proposal pursuant to the authority granted under GHCC Chapter 18.04.120, RCW Chapter 43.21C.135, and WAC Chapter 197-11-350:

(a) EARTH. To mitigate for probable significant adverse impacts from the development to the earth:

1. The applicant and/or representative shall provide appropriate means of erosion, siltation and drainage control on the construction site. These mitigation measures shall be in place prior to, during and after the construction activity.

2. The applicant shall install temporary erosion and sediment control practices (TESCP) during construction, with measures consistent with those contained in the Grays Harbor County Parcel Erosion Control Plan. The applicant shall utilize some or all of the following Best Management Practices as appropriate means to prevent silt laden stormwater and other pollutants from entering waters of Washington State and/or affecting adjacent properties:

BMP: Straw Bale Barrier
BMP: Silt Fence
BMP: Vegetated Strip

(b) WATER. To mitigate for probable significant adverse impacts from the development to water quantity:

1. Stormwater runoff, attributable to the proposed development, shall be treated for possible pollutants prior to entering the groundwater and shall be retained on-site. An engineered stormwater retention plan shall be submitted for review and approval by Grays Harbor County prior to commencing construction of additional mini-storage buildings. Upon installation of the system, the plan-engineer shall submit a letter to the County indicating that the above mentioned system was installed as per the approved plans.

2. The proposed development shall not direct drainage or floodwaters to adjacent properties.

3. During construction, all releases of oils, hydraulic fluids, fuels, other petroleum products, paints, solvents, and other deleterious materials must be contained and removed in a manner that will prevent their discharge to waters and soils of the state. The cleanup of spills should take precedence over other work on the site.

(c) LIGHT AND GLARE. To mitigate for probable significant adverse impacts of the development from light and glare:

1. All outdoor lighting, attributable to present and proposed development, shall be directed away from adjacent residential areas to the south, east and west, so as to not project light and glare.

This MDNS is issued under the authority of GHCC Chapter 18.04.120, WAC Chapter 197-11-350, and RCW Chapter 43.21C.135; Grays Harbor County will not act on this proposal prior to March 7, 2008.

Appeal Process: A written appeal of the SEPA final threshold determination, which is a governmental action not requiring legislative approval, should be filed, together with the $276 appeal-processing fee, to the Grays Harbor County Board of County Commissioners by 5:00 P.M. March 7, 2008 pursuant to the provisions of Grays Harbor County Code 18.04.190, Washington Administrative Code 197-11-680(2), and Revised Code of Washington 43.21C.060.
