NOTICE:  TIMBER FOR SALE - GRAYS HARBOR COUNTY 
SADDLE HILL NO. 2-TBR1005
  Notice is hereby given that on March 19, 2010 at 10:00 a.m., sealed bids, on forms provided therefore and clearly marked, will be received by an authorized representative of Grays Harbor County, in room 211, 2nd floor, Forestry Building, 310 W. Spruce, Montesano, Washington for the purchase of an estimated 484 MBF Scribner of timber. The timber is comprised of predominantly Western Hemlock.  The County by making such estimates neither warrants nor limits the quantity of timber to be sold hereunder.  The timber to be sold hereunder is restricted and may not be exported.
  The logs to be sold hereunder shall be sold on a log scale basis. Scaling shall be the responsibility of the purchaser and shall be scaled according to the contract prepared for this sale.  Scaling shall be performed at sites approved by the County only.  Any change in the scaling site must be approved in writing by the County.  All logs, including pulpwood shall be scaled.
  The minimum acceptable bid for timber to be sold hereunder shall be:  $194.00/MBF for Western Hemlock and any other unlisted conifer (Only Western Hemlock and other unlisted conifer shall be bid on, all other species are fixed as follows and are not subject to bidding): Western Red Cedar: $625.00/MBF.  Utility Logs, all species shall be paid for at a fixed rate of $10.00/MBF computed on gross scale.
  On or before March 19, 2010, by not later than 10:00 a.m., each prospective purchaser must submit their sealed bid, on a form provided for that purpose, enclosed in a sealed bid envelope also provided.  A bid deposit, in the amount of $11,900.00 in the form of cash or certified check, shall be included with the sealed bid.   Upon award of the Sale, the respective deposits shall be returned to the unsuccessful bidders.  On the day of sale, the purchaser must pay an additional amount to bring the total deposit amount to equal ten (10) percent of the full bid price based on the advertised cruise estimate. This additional amount may be paid by personal check.  Purchaser must also furnish within 30 days of date of sale; a surety bond or cash bond in the amount of $20,000.00 to guarantee compliance with all terms of the contract prepared for this sale.  All checks are to be made payable to the Treasurer of Grays Harbor County.
  The timber to be sold hereunder is located in portions of the SW 1/4 of Section 12, T18N, R12W; WM, Grays Harbor County, Washington.
  The purchaser shall have until March 31, 2011 to remove the timber sold hereunder.

NOTICE

MITIGATION DETERMINATION OF NONSIGNIFICANCE
for the
SATSOP COMBUSTION TURBINE PROJECT
(GRAYS HARBOR ENERGY CENTER)
REQUEST TO AMEND THE SITE CERTIFICATION AGREEMENT
  This NOTICE is to inform you the Energy Facility Site Evaluation Council (EFSEC) issued a Mitigated Determination of Nonsignificance (MDNS) under the State Environmental Policy Act (enclosed) and WAC 463-47-080 for the Application to Amend the Satsop Combustion Turbine Project (also known as the Grays Harbor Energy Project).  The amendment requests adding units 3 & 4 to the existing facility which would increase its overall capacity by approximately 650 megawatts.  This MDNS notes that potential environmental impacts may be mitigated to a non-significant level and identifies what the mitigation would likely be.  The MDNS is enclosed with this notice or may be viewed at http://efsec.wa.gov/satsop.shtml.
  EFSEC has not made any decision whether to approve or deny the amendment application, but EFSEC's SEPA Official has reviewed the mitigation offered by Grays Harbor Energy LLC (GHE) and determined that, at a minimum, the mitigation would reduce impacts to a non-significant level under the State Environmental Policy Act, also known as SEPA. 
In its continuing review of the amendment application EFSEC has been, and will continue to consult with other state agencies and technical experts on issues of concern.  In next few months EFSEC will hold public hearings to hear from agencies, technical experts and the public in a structured process.  From these hearings EFSEC will gather additional information to determine if GHE's proposed mitigation will be sufficient or whether additional mitigation will be needed and/or whether it should approve or deny the project expansion.  Dates for the hearings have not been set but notices will be published and mailed out as soon as they are scheduled. 
  You may comment on the Mitigated Determination of Nonsignificance.  Comments must be received by March 8, 2010.  The comments will become part of EFSEC's public record and will be considered by EFSEC during the processing of this request.  Your comments and should be sent to:

  AN ORDINANCE OF THE CITY OF MCCLEARY, WASHINGTON, AUTHORIZING THE ISSUANCE OF WATER REVENUE BONDS OF THE CITY IN TWO SERIES IN THE AGGREGATE PRINCIPAL AMOUNTS OF NOT TO EXCEED $105,000 AND $229,000, RESPECTIVELY, TO PROVIDE FINANCING FOR THE COSTS OF CERTAIN IMPROVEMENTS TO THE WATER SYSTEM OF THE CITY; FIXING THE DATES, INTEREST RATES, MATURITIES, FORM, TERMS AND COVENANTS OF SAID REVENUE BONDS TO BE ISSUED; PROVIDING THE TERMS AND CONDITIONS UNDER WHICH FUTURE PARITY BONDS SHALL BE ISSUED; AND AUTHORIZING THE SALE OF THE BONDS TO THE UNITED STATES DEPARTMENT OF AGRICULTURE, RURAL DEVELOPMENT.

NOTICE:  TIMBER FOR SALE - GRAYS HARBOR COUNTY

  Notice is hereby given that on March 19, 2010 at 10:00 a.m., sealed bids, on forms provided therefore and clearly marked, will be received by an authorized representative of Grays Harbor County, in room 211, 2nd floor, Forestry Building, 310 W. Spruce, Montesano, Washington for the purchase of an estimated 3064 MBF Scribner of timber. The timber is comprised of predominantly Western Hemlock.  The County by making such estimates neither warrants nor limits the quantity of timber to be sold hereunder.  The timber to be sold hereunder is restricted and may not be exported.
  The logs to be sold hereunder shall be sold on a log scale basis. Scaling shall be the responsibility of the purchaser and shall be scaled according to the contract prepared for this sale.  Scaling shall be performed at sites approved by the County only.  Any change in the scaling site must be approved in writing by the County.  All logs, including pulpwood shall be scaled.
  The minimum acceptable bid for timber to be sold hereunder shall be:  $175.00/MBF for all species camp run, with the exception of Western Red Cedar which is fixed at $604.00/MBF and is not subject to bidding.;  Utility Logs, all species shall be paid for at a fixed rate of $10.00/MBF gross scale.
  On or before March 19, 2010, by not later than 10:00 a.m., each prospective purchaser must submit their sealed bid, on a form provided for that purpose, enclosed in a sealed bid envelope also provided.  A bid deposit, in the amount of $55,072.00 in the form of cash or certified check, shall be included with the sealed bid.   Upon award of the Sale, the respective deposits shall be returned to the unsuccessful bidders.  On the day of sale, the purchaser must pay an additional amount to bring the total deposit amount to equal ten (10) percent of the full bid price based on the advertised cruise estimate.
