NOTICE IS HEREBY GIVEN that Grays Harbor County has submitted a joint application for a Shorelines Substantial Development and Flood Plain Development permit to replace the Forrest Road bridge over Garrard Creek with an approximately 80-foot clearspan concrete bridge with abutments landward of the Ordinary High Water Mark all within GHC’s Shorelines Management jurisdiction and the Grays Harbor County Flood Plain Combining District. The proposal includes removing the existing structurally deficient 3-span wood bridge and installing a temporary clear span bridge immediately east of the existing bridge to be removed at the completion of the project.

NOTICE IS FURTHER GIVEN that the environmental impacts of the proposal were considered as required under the Washington State Environmental Policy Act (SEPA) and a Determination of Non-significance (DNS) was issued on June 28, 2007. Contact the Grays Harbor County Planning Division to obtain copies of the SEPA Checklist.

Notice is hereby given that a Washington State Environmental Policy Act (SEPA) Determination of Nonsignificance (DNS) was issued on December 10, 2007, for the expansion of the Pacific Beach/Moclips Wastewater Treatment Plant (WWTP) to handle increased wastewater loads from the current and future developments. The expansion includes relocating the plant’s discharge location to insure compliance with state water quality standards.

The site is located within in Section 21, Township 20N, Range 12W. W.M., Grays Harbor County. Also describes as Assessor’s tax parcel #201221230010. The DNS is issued under WAC 197-11-340(2); Grays Harbor County will not act on the proposal for 15 days from December 10, 2007.

Booster Pump System Purchase

Sealed proposals for furnishing all materials, labor and equipment for the following described work will be received by the Grays Harbor County, 100 West Broadway, Suite #1, Montesano, WA 98563 until January 7, 2007 at 2:00 p.m. At this time, proposals will be publicly opened and a list of proposers will be announced shortly thereafter. Proposals received after 2:00 p.m. will not be considered. An award of a contract for Booster Pump System Purchase is anticipated to be made within 30 days of bid opening. Grays Harbor County reserves the right to extend the period of proposal consideration subject to the ability of a proposer to withdraw its proposal if such an extension is implemented.

PROJECT DESCRIPTION:
Grays Harbor County is requesting proposals for the supply and start-up services for a Booster Pump System. The Booster Pump System shall have three pumps and shall use advanced variable frequency drive and electronic controller technology to maintain a constant water pressure of 80 psi at a rate of 225 gpm with all three pumps in operation. The system shall be capable of meeting operating conditions using a single phase power supply. The entire packaged pumping system shall be mounted on a fabricated skid. The pump station shall be furnished and delivered by a single supplier entity having responsibility for the complete pumping station. Installation of the Booster Pump System is not included in this contract.

Contract Documents with instructions for submitting proposals are available at Gibbs & Olson, Inc., 2604 12th Court S.W., Suite A, Olympia, Washington 98502, telephone number (360) 352-1120, fax number (360) 352-1102, upon receipt of a non-refundable fee of $25.00 made payable to Gibbs & Olson. The fee includes shipping costs for 2nd day type delivery.

An original and two (2) copies of the proposal and supporting documents must be submitted in response to the RFP. All Proposals must be submitted on the regular bid proposal forms furnished with the Contract Documents, and each must be accompanied by a cashier’s check, postal money order or surety bond, by a bonding company licensed to do business in the State of Washington, made payable to Grays Harbor County in an amount not less than five percent (5%) of the total bid. The bid guarantee secures a firm commitment that the bidder will execute contract documents upon acceptance of the bid.

No bidder may withdraw their proposal after the hour set for the opening thereof, or before award of contract, unless said award is delayed for a period exceeding thirty (30) days. Grays Harbor County reserves the right to waive informalities or reject any or all proposals. Technical inquiries regarding the project should be directed to Mike Olden, P.E., at Gibbs & Olson, Inc. A pre-bid conference will not be held.
