Description: The Port of Grays Harbor proposes to modify and protect the existing facilities at Marine Terminal 3 by placing two 4-pile steel dolphins and a 2-pile dolphin, for a maximum of 12 piles, to the west of the terminal in order to extend the camel fender system. The camel fender system is used to help protect the pier and the barge. All project activities will occur in water. The piles will be driven with a vibratory pile driver. Piles will be driven to refusal. No piles will need to be proofed. Once the piles are driven, they will be cut to proper length if necessary and connected either to the pier or each other (dolphins) using hardware such as nuts and bolts or may be welded together to strengthen the integrity of the dolphins. Once the dolphins are installed, the camel fender system will be extended. Some creosote piling will be removed as mitigation for the project.
Special studies or plans supplied with the application include: an environmental checklist, JARPA application, a critical areas report and a site plan. Other permits (including other agencies) not included in the application, to the extent known by the City may include, building permits, critical areas review, Hydraulic Project Approval issued by the Washington Department of Fish and Wildlife, Section 401 Water Quality Certification issued by the Department of Ecology, and Section 10 permits issued by the U.S. Army Corps of Engineers.

The proposal is subject to environmental review and threshold determination under the State Environmental Policy Act (SEPA). The Port of Grays Harbor issued a Determination of Non Significance for the project on October 29, 2009. Any person has the right to submit comments, receive notice of and participate in any hearings, request a copy of the application, and appeal the decision.
A statement of consistency will be made following review of the application with the goals, policies, and performance standards of the City's Shoreline Master Program (SMP), the Grays Harbor Estuary Management Plan (GHEMP), Environmentally Sensitive Areas (ESA) regulations, the use provisions of the underlying zoning districts and the Comprehensive Plan. A final decision on the application will be made within 120 days of the date of the Determination of Completeness.

The Washington State Energy Facility Site Evaluation Council (EFSEC or Council) invites you to participate in its consideration of a request from Grays Harbor Energy LLC (GHE) to amend the Satsop Combustion Turbine Power Project (Satsop CT) Site Certification Agreement (SCA). EFSEC, the state agency responsible for regulating the Satsop CT, is conducting a public hearing on Tuesday December 15, 2009, to provide an opportunity for interested persons or organizations to comment on the proposed SCA amendment. The hearing is scheduled to begin at 6:30 p.m., at 310 W. Spruce Avenue, Room 212, Montesano, Washington, 98563 on Tuesday, December 15, 2009.
On October 30, 2009, GHE requested that the SCA be revised to:
* Rename the existing Satsop Combustion Turbine (CT) Project as the Grays Harbor Energy Center.
* Increase the facility capacity by approximately 650 megawatts (MW) to a total of approximately 1,300 MW.
* Expand the site from the present 22 acres to 32 acres.
* Approve a Prevention of Significant Deterioration (air quality) Permit for the new generating units.
* Increase the total maximum water usage from 9.2 cubic feet per second (cfs) to 16 cfs.
INITIAL PUBLIC MEETING The December 15, 2009, public meeting will provide an opportunity for certificate holder to make a presentation regarding the proposed changes to the Satsop CT Project and the Council to hear comments on the proposed SCA amendment. Agencies, affected Tribes, and members of the public are invited to submit oral and written comments on the proposal. Interested persons or organizations may comment on alternatives, mitigation measures, probable significant adverse impacts, and licenses or other approvals that may be required. [RCW 80.50.090(1) and WAC 463-25-025]
LAND USE CONSISTENCY HEARING
A Land Use Hearing will be held immediately following the Public Hearing. The Land Use hearing will be held to determine if the project is consistent with county, city and regional land use plans and zoning ordinances. The public will be given an opportunity to present testimony relative to the project's consistency and compliance with land use plans and zoning ordinances. [RCW 80.50.090(2) and WAC 463-26-050]
The proposed Project triggers environmental review under the State Environmental Policy Act (SEPA). A SEPA checklist has been posted on the EFSEC website at: http://www.efsec.wa.gov/Satsop/SCA-09.pdf, but a SEPA threshold determination has not yet been made. APPLICATIONS FOR SMALL WORKS ROSTER
Under the provisions of Title 54.04.070 of the Revised Code of Washington (Section 2 of Chapter 220, Laws of 1971, 1st Extraordinary Session), any person, firm or corporation desiring to submit bids or quotations to Grays Harbor Public Utility District for contract projects for the upcoming calendar year shall first be placed on the Small Works Roster of the District. No bid/quotation shall be furnished by any bidder until that person, firm or corporation is placed on the Small Works Roster.
This Roster is updated on a calendar year basis.
Any licensed and bonded contractor wishing to make application to be placed on the Small Works Roster for contract projects for the calendar year 2010 shall complete a questionnaire and submit the information requested. To request an application please call Grays Harbor PUD Administrative Secretary Tracy Dugas at 360-538-6503 or email tdugas@ghpud.org.

The County was awarded a $318,381 CDBG grant to fund the demolition of a building owned by the Union Gospel Mission, as well as preparation and paving for future parking.

WHEREAS, the Mayor of the City of Cosmopolis, Washington, completed and placed on file with the City Clerk a proposed budget and estimate of the amount of money required to meet the public expense, bond retirement and interest, reserve funds and expenses of government of the City of Cosmopolis of the fiscal year ending December 31, 2010, and a notice was published that the Council of the City would meet on the 18th day of November 2009 at the hour of 7:00 p.m., at the Council chambers in Cosmopolis City Hall for the purpose of making and adopting a budget for said fiscal year and giving taxpayers within the limits of the City an opportunity to be heard upon said budget; and
WHEREAS, the proposed budget does not exceed the lawful limit of taxation allowed by law to be levied on the property within the City of Cosmopolis for the purposes set forth in said budget, and estimated expenditures set forth in said budget being all necessary to carry on the government of said City for said year and being sufficient to meet the various needs of said City during said period.
NOW THEREFORE, THE CITY COUNCIL OF THE CITY OF COSMOPOLIS DO ORDAIN AS FOLLOWS:
Section 1. The budget for the City of Cosmopolis, Washington, for the year 2010 is hereby adopted at the fund level in all funds but the Current Expense Fund. Current Expense is adopted at the department level in its final form and content as set forth in the document entitled City of Cosmopolis 2010 Budget, three copies of which are on file in the Office of the Clerk.
Section 2. Estimated resources, including fund balances or working capital for each separate fund of the City of Cosmopolis, and aggregate totals for all such funds appropriated for expenditure at the fund or General Fund department level during the year 2010 as set forth below:

Section 3. The City Clerk is directed to transmit a copy of the budget hereby adopted to the Division of Municipal Corporations in the Office of the State Auditor and to the Association of Washington Cities.
Section 4. This ordinance shall be in force and take effect five (5) days after its publication according to law.

Terminal 3 Enhancements
The proposal consists of installing two (2), 4-pile dolphins and one (1) single piling in accordance with the contract requirements. The work will be within the Marine Terminal 3 Dock located in Hoquiam, Washington. The contractor will provide all labor, materials, and equipment necessary to complete the work as specified. Contract is expected to be between $275,000 and $315,000.
