THE UNION GOSPEL MISSION
SECOND PUBLIC NOTICE REGARDING WORK IN FLOODPLAIN
TO ALL INTERESTED AGENCIES, GROUPS, AND PERSONS
The Union Gospel Mission will demolish an existing building, and fill and pave the site located at 403 E. Heron in Aberdeen, Washington. The purpose of these improvements is to remove slum and blight.
This project lies within the 100-year floodplain.
These improvements proposed within the floodplain lie east of the Wishkah River and north of the Chehalis River. The Federal Emergency Management Agency (FEMA) delineates boundaries of this floodplain.
Grays Harbor County requested comment from the public regarding the affect of this project on the floodplain. After thorough consideration of the project, including alternatives and mitigation factors, the county issues the following findings:
1. No alternative exists for removing the 403 E. Heron building in Aberdeen which lies within the floodplain. Existing residences and businesses within the area are not negatively affected by this action.
2. The demolition and paving within the floodplain will not affect any floodway or increase the potential for future flooding.
3. The proposed improvement within the floodplain conforms to all county, state, and federal laws and designs standards.

Mitigated Determination of Non-Significance (MDNS)
NOTICE IS HEREBY GIVEN that Charles Wessner has submitted a Grade and Fill Application to place fill in and around existing campground/R.V spaces at Ocean City Campground. The fill is needed to level area and slope drainage away from a neighboring property. The fill area is approximately 100-feet by 200-feet, with an average depth of one-half foot. The applicant estimates that approximately 200 cubic yards of material (beach sand) is needed for the projects entirety. Grays Harbor County Code (GHCC) Chapter 18.04.090(3) and Washington Administrative Code (WAC) Chapter 197-11-310(1) and WAC 197-11-800(1)(b)(iii) require an environmental threshold determination for any landfill or excavation of 100 cubic yards throughout the total lifetime of the fill or excavation.
