PORT OF GRAYS HARBOR

CALL FOR BIDS-CONTRACT NO. 1607-A
T-1 Improvement Project, Pier Construction

Sealed bids will be received at the Main Office of the Port of Grays Harbor, located at 111 South Wooding St., Aberdeen, Washington, 98520 or at P.O. Box 660, Aberdeen, Washington, 98520-0141, until 2:00 pm, on Monday, October 5, 2009 for Terminal 1 Enhancement Project, Pier Construction.

Project includes removal of existing timber catwalks, removal of existing 7, 19, and 37-pile timber dolphins, removal of a portion of the existing timber pier and decking, repairing portions of the existing timber structures, adding to the existing dock a new trestle that will be constructed of precast concrete panels and cast in place concrete supported by steel pipe piles, adding a center platform at the end of the new trestle that will be constructed of precast concrete panels and cast in place concrete supported by steel pipe piles, adding two new breasting dolphins constructed of cast in place concrete and supported by steel pipe piles, adding two to four new mooring dolphins constructed of cast in place concrete and supported by steel pipe piles, adding new aluminum walkways from the new center platform to the new breasting dolphins, Installing two new fender units on the center platform and one each on the breasting dolphins, supported by steel pipe piles, and installing associated electrical and mechanical systems.  Engineers estimate for the project is between $4,500,00.00 and $5,000,000.00.

All bid proposals shall be accompanied by a bid proposal deposit in cash, certified check, cashier's check, or surety bond in an amount equal to five percent (5%) of the amount of such bid proposal. Should the successful Bidder fail to enter into a contract and furnish a satisfactory performance bond, the bid proposal deposit shall be forfeited.

Access to bidding information (plans, specifications, addenda, and Bidders List) is available through the Port of Grays Harbor's on-line plan room.  Free-of-charge access is provided to Prime Bidders, Subcontractors, and Vendors by going to www.bxwa.com and clicking on "Posted Projects", "Public Works", and "Port of Grays Harbor".   This online plan room provides Bidders with fully usable online documents with the ability to: download, view, print, order full/partial plan sets from numerous reprographic sources, and a free online digitizer/take-off tool.  It is recommended that Bidders "Register" in order to receive automatic e-mail notification of future addenda and to place themselves on the "Self-Registered Bidders List".  Bidders that do not register will not be automatically notified of addenda and will need to periodically check the on-line plan room for addenda issued on this project.  Contact Builders Exchange of Washington at 425-258-1303 should you require assistance.

AN ORDINANCE RELATING TO PUBLIC SAFETY, PROVIDING FOR THE MANDATORY INSTALLATION OF AUTOMATIC FIRE SPRINKLER SYSTEMS IN CERTAIN STRUCTURES, ADDING A NEW CHAPTER TO TITLE 15 MMC, AND PROVIDING AN EFFECTIVE DATE
  On the 25th day of August, 2009, the City Council of the City of Montesano adopted Ordinance Number 1530. The intent and purpose of the Ordinance was establish provisions for the mandatory installation and maintenance of automatic fire sprinkler systems in a variety of structures, primarily commercial or industrial. Definitions were provided, specifications as to structures in which systems are required set forth, provision made as to qualifications for design, and authority granted for the adoption of rules and regulations in furtherance of the purposes of the ordinance. Establishment of fees for design and construction review by written resolution was authorized.
  A complete copy of this Ordinance is available during regular business hours at the Office of the Clerk-Controller, City Hall, Montesano, Washington.  Mitigated Determination of Non-Significance (MDNS)    
Description of Proposal: To subdivide 9.79-acres of land into two (2) residential lots. The lots are proposed at 5-acres and 4.79-acres in size. The lots are proposed to be served by on-site septic systems and individual wells. The subject property is the original Lot 2 of previous Large-Lot Subdivision 2005-2233. Grays Harbor County Code (GHCC) Chapter 18.04 and Washington Administrative Code (WAC) Chapter 197-11-310(1) and WAC 197-11-800(6)(a) require an environmental threshold determination for subdivision not specifically exempt and/or short subdivisions that had been previously exempted.

Location of current proposal: The Subdivision is proposed at 83 Stillson Road, approximately two miles West of McCleary, on the property having Assessor's parcel #180509440070, within the Southeast quarter of the Southeast quarter of Section 9, Township 18 N., Range 5 W. W.M., Grays Harbor County, WA.
Lead Agency: Grays Harbor County
Findings: Grays Harbor County, acting as lead agency pursuant to WAC Chapter 197-11-924, has determined that this proposal does not represent a probable significant adverse impact on the environment provided that the attached mitigating measures are conditions of permit issuance. This decision is based upon a review of the completed environmental checklist and other information on file and available for review Monday through Friday from 8:00 a.m. to 5:00 p.m. at the Planning and Building Division on the third floor of the Grays Harbor County Administration Building. An Environmental Impact Statement is not required for this proposal pursuant to the Revised Code of Washington (RCW) Chapter 43.21C.030. The following mitigating measures are assigned to this proposal pursuant to the authority granted under GHCC Chapter 18.04.120, RCW Chapter 43.21C.135, and WAC Chapter 197-11-350: 

(a) EARTH. To mitigate for probable significant adverse impacts from the development to the natural environment:
1. The applicant shall install temporary erosion and sediment control practices (TESCP) during construction, with measures consistent with those contained in the Grays Harbor County Parcel Erosion Control Plan.
2. The applicant shall install the Straw Bale Barrier and Silt Fence Best Management Practice (BMP's) as appropriate means to prevent silt-laden stormwater and other pollutants from entering waters of the state.
  Erosion control measures must be in place prior to any clearing, grading, or construction. These control measures must be effective to prevent stormwater runoff from carrying soil and other pollutants into surface water or storm drains that lead to waters of the state. Sand, silt, clay particles, and soil will damage aquatic habitat and are considered to be pollutants.
3. At the time of construction of the single-family dwelling, drainage biofiltration swales shall be constructed on property for stormwater runoff.  The swale shall be constructed consistent with the Grays Harbor County Abbreviated Parcel Drainage Plan. 
4. The applicant shall be required to comply with all applicable Washington State Department of Natural Resources (WDNR) forest practice rules and regulations.
(b) AIR. To mitigate for probable significant adverse impacts from the development to the natural environment: 
1. The applicant shall conduct construction activities in a manner consistent with BMP C-140 for dust control at disturbed land areas as contained in the 2005 Washington State Department of Ecology's Stormwater Management Manual for Western Washington.
2. Construction vehicles and equipment shall be equipped with factory-installed emission control devices.
(c) WATER. To mitigate for probable significant adverse impacts from the development to the natural environment:
1. All future residential construction shall adhere to the Grays Harbor County Abbreviated Parcel Drainage Plan. 
2. Erosion and sediment control is a key to preserving habitat and preventing denudation of a developing area. The following practices are recommended:
  A. Soil in stockpiles should be stabilized or protected with sediment-trapping measures to prevent soil loss. All exposed areas of final grade, or areas that are not scheduled for work for more than 30 days should be stabilized within 10 days during the period from April 1 to October 31 or immediately during the period running from November 1 to March 31.
  B. Clearing limits and/or any easements or required buffers should be staked and flagged in the field.
  C. Properties adjacent to the site of a land disturbance should be protected from sediment deposition through the use of buffers or other perimeter controls, such as filter fence or sediment basins.
D. Provisions should be made to minimize the tracking of sediment by construction vehicles onto paved public roads.  If sediment is deposited, it should be cleaned every day by shoveling or sweeping.  Water clearing should only be done after the area has been shoveled out or swept.
3. The applicant and/or representative shall utilize the following BMP's, as set forth 2005 Washington State Department of Ecology's Stormwater Management Manual for Western Washington, to prevent silt laden stormwater and other pollutants from entering waters of Washington State and/or affecting adjacent properties:
  BMP C230: Straw Bale Barrier; BMP C233: Silt Fence; BMP C234: Vegetated Strip; BMP C101: Preserve Natural Vegetation; BMP C235: Straw Wattles; BMP C121: Mulching; BMP C130: Surface roughening; BMP C123: Plastic Covering; BMP C240: Sediment Trap 
4. Development of the site shall not direct additional drainage waters onto adjacent properties.  
(d) TRANSPORTATION. To mitigate for probable significant adverse impacts from the development to the built environment:
1. The applicant shall be responsible for all improvements necessary for compliance with Grays Harbor County Code Title 12, Chapter 12.02, with Appendix I, including those off-site road improvements if necessary.   
(e) ENERGY AND NATURAL RESOURCES. To mitigate for probable significant adverse impacts from the development to the natural environment:
  1. At time of subdivision, all proposed lots will be required to undergo a subdivision sewage evaluation administered through the Grays Harbor County Environmental Health Division.
(f) PUBLIC SERVICES AND UTILITIES. To mitigate for probable significant adverse impacts from the development to the built environment:

1. All construction activities shall be performed in compliance with federal Occupational Safety and Hazard Agency (OSHA) standards.

  This MDNS is issued pursuant to the authority of GHCC 18.04.120, WAC 197-11-350, and RCW 43.21C.135. Grays Harbor County will not act on this short subdivision proposal for a minimum of 14-days. Written comments must be submitted to the Responsible Official at the address listed below by September 17, 2009.
  Any person aggrieved by this threshold determination may file an appeal in Superior Court, pursuant to the Washington State Land Use Petition Act RCW 36.70C, within 21-days from the date of the final decision on the long subdivision by the Grays Harbor County Board of Commissioners.
